Extract the GBPLUGIN.DLL file. In the InstallBuddy - Plugins Window, click on the Add Button. Find and select GBPLUGIN.DLL. Click on the OK button. The Liberty plugin should be installed now.

Pretty simple. Just select the Game Boy® ROM file. Send it to InstallBuddy and follow the dialog boxes.
